California employers are to electronically remit child-support payments through a national web-based pay site, rather than the State Disbursement Unit website, which will stop processing payments by April 16, 2020, according to a California Child Support Services notice.
Generally, California employers that must electronically remit income taxes and unemployment insurance payments also must electronically make child support payments. Employers also can be required to make electronic payments if they have willfully failed to comply with a support order three times within a 12-month period.
California employers who are registered to make electronic payments on the California State Disbursement Unit web site must register with ExpertPay to make such payments by April 16, after which time employers’ SDU login information will no longer work.
California Child Support Services on Feb. 20, 2020, began mailing notice-of-change letters to employers that use the California State Disbursement Unit website. Guidance on how to complete the ExpertPay registration process also is to be emailed to employers by California Child Support Services, the SDU said on its website.
Once registered with ExpertPay, employers may remit child support payments on behalf of employees using electronic funds transfer or a credit or debit card payment.
California is one of 17 states that generally require certain employers to electronically remit their child-support payments. The other states are Florida, Illinois, Indiana, Iowa, Massachusetts, Nebraska, Nevada, North Dakota, Ohio, Oregon, Pennsylvania, Texas, Pennsylvania, Virginia, Washington, and West Virginia; however, the criteria for which employers must electronically submit payments vary by state, with many states requiring employers with a specified number of employees to electronically submit payments.
Of the aforementioned states, Illinois, Ohio, and Pennsylvania also require employers to use ExpertPay.
