After a 2019 U.S. Court of Appeals ruling that stated police could no longer mark a vehicle’s tire treads with chalk to track how long it is parked in a public space, Owensboro Police Department has had to get creative in figuring out a new way to get the job done.

During a budget meeting with City Commissioners, Police Chief Art Ealum said OPD would soon purchase an electronic chalk system to track how long cars have been parked without moving, and subsequently issue citations for those who stay too long a single spot.

“Due to some changes with some Supreme Court decision that said we couldn’t go out and physically mark tires for parking tickets, for fines and such, we found a solution — Ebrozzles E-Chalk — which integrates with our Tyler system,” he said. “Once we get that worked out, we’ll make that purchase approved by (the commissioners), so our sole citation officer can get back to work.”

The new e-chalk device won’t break the Constitution because the tires won’t be physically touched, Ealum said.

With the digital system, OPD’s citation officer will carry a handheld device and take a picture or scan the license plate of any vehicles breaking parking laws.

“All the information is loaded into the system,” Ealum said. “She can go back, check it, and generate a parking citation from there.”
